Business Scenario

The client is a multimillion dollar business consulting group for the government agencies and this project is to create an asset management system to acquire, maintain and use Mission Dependency metrics for FAM decision making across the US Defense agency. The tool needs to be able to collaborate with other tools of finance, statistical analysis and resource planning tools and produce customizable reports that would help the Agency in making decisions on project prioritization and investments for repair or procurement.

iLink Contribution

The Mission Dependency Index is an Operational Risk Management (ORM) measure that links facilities to mission. It accomplishes this by associating individual “functional elements” with a specific facility and evaluates its relationship to the command’s mission readiness in terms of interruptability, relocateability and replaceability. iLink built and delivered the entire system right from defining the product features to tracing back the final system to business requirements. iLink also created the system with a view of their historical data storage and retrieval for reporting purpose and also for generating forecast trend lines.

iLink Solution

iLink solution to meet the Agency’s necessities were classified into the following broad categories –
  • The system would meet the need for a collaborative architecture and to support this, the Microsoft Sharepoint framework was customized for deployment.
  • The system needs to handle a large volume of data, much of which already exists as asset and facility specifications which needed to be referenced to find their appropriate association. A scalable model of the SQL server database was implemented to support an efficient storage and retrieval mechanism.
  • A framework to compute the final dependency scores for the facility assets were created which could automatically pull in data from other existing systems based upon their degree of separation. The main metrics database would store minimalistic data to allow for less redundant information, because the dependency data for each asset functional element would change during the survey and up-to-date data in this respect is essential.
  • An efficient reporting mechanism was developed that would be able to drill down to the lowest levels of the asset functional elements defined for the system using the reporting services architecture of the SQL server.
  • Data security for the product is an utmost important paradigm because asset based funding across the defense bases would be determined based on these data.
