Business Scenario
|
| The client is a multimillion dollar business consulting group for the government agencies and this project is the complete preparation of a tool to assist with long term management of natural resource assets across the U.S. defense bases. A Natural Resources Asset Management tool is required to provide visibility and understanding of data collected during the natural resource assessments. The tool will assist in the management of the natural resources as assets at an installation and across the Agency High Command. This data would further be used in project prioritization and investment decisions by the management and also for regular maintenance by the Civil Engineering departments. The tool needs to be able to collaborate with other tools of finance, statistical analysis and resource planning tools so as to effectively transfer data gathered for analysis and reporting. |
iLink Contribution
|
| iLink was tasked to build and deliver the product in its entirety with business inputs from the client so as to provide both business and engineering value in tandem to the Agency. In addition iLink evaluated existing historical data from several previous Agency assessments and developed upon an architecture that would have a generic mechanism to capture predictable changes. This is important since natural assessment has been an area which has seen a lot of evolution and the concept is extensively used for judging base mission readiness. |
iLink Solution
|
| iLink proposed a collaborative environment with a SharePoint embedded ASP .Net product that would allow for High Command to send out a questionnaire to the base coordinators using a workflow mechanism and the base coordinators would be able to assign specific questions to resource specialists who then feed in their responses. The responses are then used to calculate a readiness measure for each type of resource like land management, water supply management, air pollution levels etc that are mission critical to the bases. The readiness is computed using a combination of database triggers and on-the-fly AJAX calls so as to allow the person filling the questionnaire to make informed decisions. Finally, apart from many pre-generated reports, the system has the ability to create custom reports for both the high command and the base coordinators. |
iLink addressed the following goals of the system –
- Establish a common framework that brings a joint mission focus to Natural Infrastructure management in support of long-term sustainability of installations and ranges.
- Develop the ability to measure the extent to which Natural Infrastructure meets mission needs.
- Enhance support of mission capabilities through Natural Infrastructure investment.
- Develop a joint mission capabilities-based, systematic approach to the planning, resourcing, and execution components utilizing Natural Infrastructure Management principles...
- Ensure the equity associated with the Natural Infrastructure is recognized and leveraged to effectively support current and future mission capability requirements
|
Business Value
|
The project provided the following business value –
- Allow coordination between High Command and the bases via an efficient online workflow mechanism
- Automate the entire assessment mechanism and allow for data on fingertips at any stage of assessment
- Helps the management with a comprehensive planning, programming and budgeting system
- Indicator ratings would illustrate effects of encroachments and practical usability of systems
